2012 Mac Mini won't turn on as scheduled

I have a 2012 Mac Mini (16 GB RAM, 241 GB HP SSD) that will not auto boot. I set the shutdown time at 11:00 pm and the Start/Wake schedule for 6:30 am. It shuts down fine but doesn't start up in the am.

If I set the schedule to sleep and wake as opposed to shutdown and start that works fine.

Any thoughts would be greatly appreciated.

Are you using Parental Control for this?

No Parental Controls but I was using full disk encryption (I forget Apples terminology). I decrypted the disk and the problem went away.
